The registration process must then be matched to the law currently applicable in Islamabad Capital Territory.

Islamabad Trust Filing Should Follow the Current ICT Registration Route, Not a Provincial Template

ICT Administration currently lists “Waqf, Trust, Cooperative Registration” among its public services. Its website also separately provides registered-document and deed-registration services. The Trust Deed Is the Core Governance Document

The deed should identify the trust purpose, author or settlor, trustees, beneficiaries or charitable class, trust property, trustee powers, decision-making rules, bank operation, accounts, appointment and removal of trustees, amendment powers where lawful, and dissolution or application of remaining property.

Property and Registration Issues Should Be Planned Before Execution

If immovable property is settled into or later acquired by the trust, deed registration, title particulars and property-law formalities can become important. The trust should not describe property that cannot legally or practically be transferred into the structure.

Charitable Trusts Can Have Additional Charity Compliance

A charitable Islamabad trust should separately review any charity, fundraising, donor, banking and FBR requirements applicable in ICT. The trust deed should not promise activities or fundraising methods that have not been checked against the current regulatory framework.

Trust Registration Is Separate From FBR Tax Treatment

A provincial or local trust certificate does not automatically determine income-tax exemption. FBR registration, returns, withholding obligations and any non-profit tax approval should be reviewed separately according to the trust’s activities and funding.

When a Trust May Not Be the Best Structure

A membership-driven body may be better suited to a society, while a formal national corporate not-for-profit may justify Section 42. The choice should be made before documents are drafted because governance, regulator, reporting and control differ materially between structures.

Section 42 Company Is a Federal Alternative, Not the Only NGO Route

SECP states that a not-for-profit association seeking company status must obtain a licence under section 42 of the Companies Act, 2017 before incorporation. The current framework is read with the Companies Regulations, 2024. A Section 42 company is useful where formal corporate governance, structured board oversight, donor-facing credibility or wider national operations justify a corporate not-for-profit structure.
