Any person, a citizen or foreigner, who is required to be registered under the Income Tax Ordinance, 2001, can apply for NTN as he is eligible to obtain the FBR Online NTN Registration.

The Unique Taxpayer Identification Number (NTN) is a unique number issued by the Federal Board of Revenue (FBR). It is a permanent number and cannot be changed or deleted at any time in the future.
To Get FBR Registered NTN Number Certificate, Must Register on FBR Iris Portal
The applicant must first register himself/herself on Iris Tax Portal with his/her National Identity Card (NIC) number to get an FBR registered NTN Number Certificate. The applicant will then be able to file his annual income tax return through FBR Iris portal.

If you had not received an email, then check the spam folder as well, or you can send an email from your own email ID at FBR Helpline firstname.lastname@example.org and ask them to register your NTN and activate your account.
In order to verify your identity, enter your verification code on the website and continue. You will then be asked certain questions based on your NIC record, which you must answer correctly.
Once you have entered your verification code, you will be asked a series of questions based on the information found in your NIC record. Your answers to these questions must be accurate in order for them to be verified.
After this process is complete, click Continue to proceed further into the online registration process.
Once you verify the details, a password will be sent to your cell phone and email address for your IRIS account. You have to complete the process by completing Form 181 to be registered as a taxpayer with the FBR.
