About Pakistan Software Export Board (PSEB)

PSEB was established by the Pakistan Government to promote Pakistan’s IT Industry abroad. By developing infrastructure, developing human capital, developing company capability, marketing internationally, and conducting research, PSEB serves the IT industry at many levels. There are several government incentives for the international outsourcing community, including 100% equity ownership, 100% repatriation of dividends, and income tax credits for exports of IT products until June 2025. Among Pakistan’s strengths are English-speaking, highly skilled and cost-competitive workers, international-certified companies, and a reliable telecom infrastructure. For the promotion of Pakistan’s IT industry, the PSEB works with international trade associations, trade organizations, and the media. PSEB is home to approximately 3000 companies offering IT services including custom software development, ERP solutions, financial solutions, mobile content, document management, enterprise computing, and business process outsourcing

Duties & Functions of the Pakistan Software Export Board (PSEB)

The Pakistan Software Export Board (PSEB) has the following functions:

  1. Formulate an IT industry development strategy for Pakistan
  2. The impact of public policy on the IT industry in Pakistan
  3. Registration and facilitation of the establishment of new IT companies and call centers in Pakistan.
  4. Plans and developments of “Software Technology Parks” and IT Parks throughout Pakistan
  5. Developing a marketing plan that helps domestic companies interact with foreign firms in the information technology sector as well as attracting and assisting foreign firms to launch their software development houses in Pakistan.

Pakistan Offers Tax Exemptions to IT Companies

The revenue generated by exports of Information Technology is exempt from Pakistani taxation up to 30th June 2025 with the condition that foreign exchange earned from other countries is remitted to Pakistan through normal banking channels. Services provided by IT companies in the domestic market are taxable. To qualify for Tax Exemption from the Income Tax Department in Pakistan, a company must register with PSEB.

However, for the last few years, a single person can also register a Single Member Company (SMC-Pvt) Limited. Security and Exchange Commission of Pakistan is the registering authority for Private Limited Companies and is regulated under Companies Act 2017.

Partnership Firms are formed under the Partnership Act 1932 by two or more persons joining together to start a business and sharing profits and losses. Profit and loss are divided based on a written agreement signed between the Partners, which is known as Partnership Deed.

Why we need Registration with PSEB?

Though, It is optional to register with PSEB for an IT company, nevertheless, in order to enjoy the exclusive benefits of membership, every IT firm needs to be a member of PSEB. Registration with PSEB is a mandatory requirement for all call centres in Pakistan that operate under the supervision of the PSEB. Registration of the principal place of a call centre business and its branches is also mandatory. The PTA and FIA initiate legal proceedings against call centers operating in Pakistan if they are not registered with PSEB.
